HSWA Non-Revenue Water Tracking Project Receives Esri Special Achievement in GIS Award

Efforts to track and reduce non-revenue water for the Hampton Shaler Water Authority (HSWA) have been recognized with a Special Achievement in GIS (SAG) Award at the annual Esri User Conference. EBA senior vice president Joseph DeLuca, GISP, accepted the award during a ceremony on July 16, 2025, in San Diego, California.

Esri partner geographIT, a division of EBA Engineering, Inc. (EBA), provided GIS and application development services for the project.

“Congratulations to the project team on being recognized for their innovative GIS solutions to help the Hampton Shaler Water Authority save millions of gallons of precious water resources,” said EBA President and CEO Rizwan Siddiqi, PE.

HSWA, a medium-sized water authority located in western Pennsylvania, has approximately 26,000 water customers and distributes as much as 6 million gallons of water per day. Previously, more than 35 percent of the water sent out into the system was unaccounted for (or non-revenue), and the Authority needed a way to track the missing water and improve services.

EBA helped integrate GIS with HSWA’s water delivery and usage data to provide essential tools to save millions of gallons of non-revenue water, support informed decisions, and save money.

The project uses cutting-edge GIS technology to track water flow, detect leaks, and improve water management efficiency. In the first 9 months, these tools identified more than 100 million gallons of non-revenue water loss and significantly advanced HSWA’s water conservation efforts by reducing waste and preserving critical water resources for future use.
