Key Highway Parking Garage Inspection and Evaluation
The Key Highway Parking Garage is a two-level, reinforced concrete, cast-in-place structure that has a waffle slab second level and slab on grade first level. The garage serves the adjacent Rusty Scupper restaurant, as well as commuters, fans attending local sports events, and visitors to Baltimore City. The high-use garage of approximately 200 parking spaces operates 24 hours per day, 7 days per week, and 365 days per year, thus requiring uninterrupted operations throughout this two-phased project.
Work included performing a structural condition inspection, evaluating concrete structural elements, and preparing a condition inspection and evaluation report with repair recommendations, ranked in descending order of severity, and an engineer’s estimate of associated construction costs. EBA then designed the recommended repairs and provided contract documents for advertising, bidding, and garage construction, which was completed in 2021.
A joint effort of the Baltimore City Department of General Services and the Parking Authority of Baltimore City, the project required close coordination with both agencies to provide solutions that would meet all needs. In addition, EBA addressed the requirement for uninterrupted garage operations by assigning additional staff resources and performing on-site work during weekend hours.
