Rehabilitation and Superstructure Replacement of Baltimore Street Bridge No. A-C-06 over Wills Creek
As part of construction management and inspection services, EBA served as a liaison between the City of Cumberland and the State for the local public agency (LPA) reconstruction of the Baltimore Street Bridge, overseeing adherence to SHA Office of Construction Sub-recipient Construction Manual and FHWA guidelines. Other project responsibilities included assisting with coordination of third-party utility relocations; performing field constructability, plan, and biweekly schedule reviews; responding to RFIs; monitoring maintenance of traffic and environmental compliance; and chairing partnering and progress meetings.
The project included full-depth asphalt, composite pavement, and overlay of Baltimore Street between the intersections at Greene Street and WMSR Railroad/Canal Street, along with new sidewalks on both sides of the bridge. Work also included removal and replacement of an existing drainage pipe, inlets, and trench drain; construction of new beam seats and two approach slabs; and removal, relocation, and replacement of utilities.
Additional items of work involved replacing the bridge superstructure, rehabilitating existing abutments, and reconstructing two retaining walls with wingwalls on the west approach.
