Walter P. Carter Elementary/Middle School Design Services

EBA provided environmental and geotechnical engineering services for the demolition and reconstruction of Walter P. Carter Elementary/Middle School. The project involved demolition of a two-story school building, a connecting one-story city recreational center, and an outdoor community swimming pool.

EBA’s environmental engineering services included conducting a hazardous materials survey and a Phase I Environmental Site Assessment; preparing technical specifications for the abatement of regulated and hazardous materials and for storage tank removal; providing input for cost estimating; and performing construction administration services, including review of contractor submittals, work plans, and RFIs related to hazardous materials abatement and storage tank removal.

The hazardous materials survey identified and quantified building components and other items—including asbestos-containing building materials, lead-based paints, equipment containing liquid PCBs and ozone-depleting compounds, universal wastes, and a petroleum storage tank—that needed to be removed before demolition. The Phase I Environmental Site Assessment, which determined potential sources of environmental impact to subsurface soils and groundwater, identified storage tanks, documented spills/releases, and historical industrial property uses.

Geotechnical engineering services included conducting test borings, in-situ infiltration testing, and laboratory soils testing, along with preparation of a report with recommendations for design and construction of the building foundation, access roads, parking lots, and stormwater management facilities as well as requirements for excavation, groundwater control, subgrade preparation, fill, and backfill.
