Thomas Ceraso Joins EBA Engineering as Senior Project Manager
EBA Engineering, Inc. (EBA) is pleased to announce the addition of Thomas Ceraso to our team as a senior project manager. Ceraso brings a career-long 38 years of service with the Municipal Authority of Westmoreland County, moving through responsible positions from meter reader to union vice president to assistant manager, a role he held for 14 years. As assistant manager, he oversaw the County’s construction, distribution, and engineering functions and activities while being responsible for budgeting, healthcare, and human resources for the entire Authority and upper management team. As County commissioner for 10 years, Ceraso oversaw the County’s $300 million annual budget and was elected vice-chairman of the Board.
Other noteworthy activities of his career have included ongoing service since 2000 as a member of the Southwestern Pennsylvania Commission, a regional planning agency that directs the use of state and federal transportation and economic development funds—roughly $35 billion through 2045—for 10 counties. Ceraso has also served as board chair of the Redevelopment Authority of the City of New Kensington since 2008. This agency employs tools and techniques, such as robust partnering, to eliminate blight, enhance quality of life, promote neighborhood reinvestment, and encourage balanced growth and business expansion to create jobs and foster a sustainable community environment for the city.
In his role as senior project manager at EBA, Ceraso will lead business development activities for the firm’s geospatial technologies and asset management (GTAM) group. Joseph DeLuca, GISP, GTAM manager and EBA senior vice president, reflects on Ceraso’s hiring by stating, “Tom’s extensive municipal government experience will be a tremendous asset to continue building EBA’s presence across the mid-Atlantic region.
