US 1 (Rhode Island Avenue) Trolley Trail
EBA provided construction management and inspection services during development of this new 10-foot shared-use trail in a densely populated area near the University of Maryland College Park. The ADA-compliant paved trail connects pedestrians and bicyclists mass transit and the arts and historic districts.
Safety benefits of the context-driven project included a lane reduction of northbound US 1, dynamic pavement markings, pedestrian lighting, high visibility crosswalks, and new signage. The project also included new stormwater management microbioretention facilities to address the additional impervious area, along with the first bike signal installation on a state roadway at the US 1/Charles Armentrout Drive intersection.
EBA inspectors observed and documented all construction activities to confirm compliance with contract, design, and regulatory requirements, including minimal disturbance of the land and protected resources.
When a nearby water main ruptured during construction, our team of engineers and inspectors worked around the clock with the contractor and Town of Hyattsville to repair the pipe break, provide emergency maintenance of traffic, and restore the project site. We also partnered with the Maryland Department of the Environmental to quickly obtain the permits required to construct a permanent solution. Our team’s efforts were acknowledged by Maryland State Highway Administrator William Pines at the ribbon cutting.
This project received a Maryland Quality Initiative (MdQI) Modal Award of Excellence (under $5M) in 2025.
