I-295/Malcolm X Avenue SE Interchange Improvements

EBA provided construction management and inspection services for a portion of this ongoing interchange reconstruction. Scheduled for completion in 2022, the 3.45-mile-long project involves transportation improvements to serve the proposed Department of Homeland Security headquarters consolidation on the St. Elizabeths West Campus, and to facilitate access to Joint Base Anacostia-Bolling, enhance motorist safety, add I-295 southbound access to/from Malcolm X Avenue SE, incorporate multimodal access, and provide better access to community resources.

The primary focus of EBA’s work related to maintenance of traffic and mitigation of environmental impacts. The project’s location in a high-traffic area near Joint Base Anacostia-Bolling and the Department of Homeland Security involved careful planning and a detailed plan that our team reviewed to provide input, prior to overseeing the contractor’s setup and daily implementation of the plan. For the complex landscaping to mitigate environmental impacts, EBA continually coordinated with the contractor to maintain appropriate protection of existing trees and landscaping and to facilitate the planting of shrubs and trees.

EBA also performed inspections of pile driving activities for the project’s seven new bridges. In addition, we assisted with an active public outreach program that involved regular communication of project status with nearby residents, neighborhood organizations, businesses, and other stakeholders.
