Enterprise GIS Implementation Services

In 2015, EBA completed an Enterprise GIS Needs Assessment and Implementation Plan for the Municipal Authority of Westmoreland County (MAWC) in Pennsylvania. Along with each department’s GIS mapping activities, practices, and capabilities, the assessment report summarized future data and application needs. EBA also created a plan of implementation activities with a phased budget and 5-year roadmap.

Implementation activities included upgrading MAWC’s existing GIS to an enterprise-wide system of centralized servers and distributed desktop, web, and mobile clients operating on state-of-the-art technology platforms. EBA also developed new workflows with customized productivity applications, integrated external systems and document libraries, configured Esri software solutions such as GeoEvent Server and ArcGIS Monitor, supported lead service line inventory and data submittal requirements, helped identify non-revenue water loss sources, and provided hands on training to MAWC staff.

Over 100 named users access MAWC’s ArcGIS Portal and mobile apps daily to perform customer service, operations, and maintenance activities. With ongoing upgrades of newly published services, web apps, and mobile apps, MAWC’s GIS has become such an essential operational resource that EBA developed a redundant failover site for 24/7 uninterrupted system access.
In 2021, Esri presented MAWC with a Special Achievement in GIS (SAG) award for the applications and processes EBA helped them configure and implement. Click here or here to read the MAWC success stories published by Esri.
