DC PLUG Feeder 308 Project
EBA provided construction management, inspection, and engineering for work in Tenleytown, Friendship Heights, and American University Park (Ward 3) for this public-private partnership project between the District Department of Transportation and PEPCO. The DC Power Line Undergrounding (DC PLUG) initiative involves moving overhead electrical lines and feeders underground to improve reliability and resiliency of the DC energy grid.
Early coordination with the contractors performing subsurface utility location, along with performance of test pitting prior to the start of construction work, helped to prevent striking underground utility lines. EBA also assisted with DDOT’s public information and outreach efforts by maintaining a stakeholder database, organizing and facilitating informational public meetings, developing and distributing flyers three days prior to commencing work, and providing grassroots community outreach. Our resident engineer also received, investigated, and answered all inquiries and complaints from property owners, citizens, and officials and worked with the contractor to quickly resolve any issues and avoid construction conflicts.
Along with enhanced electric system reliability, this $1 billion initiative, with an anticipated duration of 6 to 8 years, is contributing to the DC economy by stimulating economic growth through job creation and an established commitment to hire local residents and contractors to work on the project.
