Baltimore City Correctional Complex
EBA performed planning and demolition services for 39 buildings and structures at the Baltimore City Corrections Complex. Originally constructed in the 1800s as the Maryland Penitentiary, the 8-acre complex of 17 buildings housed prisoners for more than a century. The 2‑year demolition activities, part of City revitalization efforts, enabled development of a 1,400-person mental health substance abuse treatment facility planned for the site.
The scope included surveys and assessments of the site and buildings, along with designs of new modular structures to temporarily house operational and program services, new perimeter security fencing and systems, and restoration of remaining portions of various buildings and structures after demolition.
Designs met ADA compliance requirements for new walkways and ramps, as well as applicable Maryland Department of the Environment (MDE) guidelines for erosion and sediment control measures, stormwater management, and drainage. Because part of the project site was within the 100-year flood plain, EBA also prepared and submitted a Joint Permit Application and obtained MDE authorization.
EBA’s site grading achieved positive drainage while maintaining access to the remaining buildings and incorporating appropriate consideration of vehicular/pedestrian movements. Construction administration services included RFI responses, submittal and drawings reviews, and substantial completion inspection.
