Turner Armory and Motor Pool Demolition and Portage Avenue Facility Renovation
EBA conducted environmental studies, prepared technical specifications for design and bidding, and provided construction administration services for this improvements project at Morgan State University in Baltimore, Maryland. The project involved demolishing the Turner Armory and Motor Pool Operations buildings; performing site development to construct a new health and human services building; relocating Motor Pool Operations from Turner Armory to the Portage Avenue facility; and renovating structures, constructing a new parking lot, and installing a prefabricated salt storage building at Portage Avenue.
EBA conducted a hazardous materials survey to identify and quantify abatement and removal requirements before demolition and renovation. These items included asbestos-containing materials, lead-based paints, equipment containing liquid polychlorinated biphenyls or ozone-depleting compounds, universal wastes, underground and aboveground storage tanks, and other regulated materials. Next, EBA prepared a final survey report of our findings and recommendations, along with technical specifications for removal and disposal of the identified materials.
Construction administration services included reviewing contractor-prepared submittals, work plans, and RFIs related to hazardous materials abatement or storage tank removal.
