Charlie Card

Card’s Appointment Provides Expansion for EBA’s Asset Management Practice.

Charlie Card brings nearly 30 years of varied experience related to Asset Management and Regulatory Compliance to EBA as a Project Manager for Asset Management Services. He is expected to focus primarily on the business development of Asset Management Services related to utilities, facilities and transportation infrastructure work.

Prior to joining EBA, Card served as Asset Strategy Manager for the Washington Suburban Sanitary Commission (WSSC), one of the 10 largest water and wastewater utilities in the country. He developed Asset Management Plans and determined Enterprise Water and Wastewater Asset Investment Strategies to ensure a financially and environmentally sustainable water and wastewater service to WSSC’s customers.

“Charlie was instrumental in the development and implementation of WSSC’s Asset Management Program, including asset management and regulatory compliance,” says EBA President Rizwan Siddiqi, PE. “That experience – coupled with his extensive and varied background in water systems – makes Charlie a great addition to the EBA team.”

Card has a bachelor's degree in Biological Sciences from the University of Maryland, College Park. He is based in EBA’s Headquarter located in Baltimore City. He has attended multiple professional conferences and workshops and made technical presentations and papers. Card is a member of the Chesapeake Water Environment Association (CWEA) Asset Management Committee.
