EBA Engineering Promotes Jason Kolenda and Andrew Smart to Vice President

EBA Engineering, Inc. (EBA) is pleased to announce the promotion of Jason Kolenda, PE, and Andrew Smart, GISP, to vice president. Kolenda joined EBA in 1998 and is EBA’s geotechnical engineering and laboratory testing department manager. Smart joined EBA in 2005 and is the geospatial technologies and asset management department manager.

Kolenda has more than 20 years of experience in geotechnical engineering, instrumentation and monitoring, materials testing, and tunneling. He has managed EBA’s geotechnical services on high-profile projects like the Anacostia River Tunnel and Northeast Boundary Tunnel in Washington, DC.

Kolenda holds bachelor’s degrees in civil engineering and horticultural science from the University of Maryland, College Park. He is a registered Professional Engineer in Maryland, Virginia, and the District of Columbia, and he is based in EBA’s Laurel, Maryland, office.

Smart has spent his 15-year career dedicated to helping clients visualize, analyze, and interpret data using GIS technology. He is a frequent presenter and has received several accolades and awards for his work including the prestigious Esri Special Achievement in GIS Award, the Pennsylvania Environmental Council Governor’s Award for Environmental Excellence, and an American Society of Civil Engineers Metro/Washington Honor Award.

Smart holds a bachelor’s degree in geography from Millersville University in Pennsylvania and is a certified geographic information systems professional (GISP). He is based in EBA’s Lancaster, Pennsylvania, office.
