K. Todd Bolling, PE, and Randall McKinney, PE, have joined EBA Engineering, Inc. (EBA) as regional operations managers. Both experienced construction engineers, Bolling and McKinney will manage construction projects and help expand the firm’s CMI operations in Virginia.
“We are committed to growing our design and CMI service offerings in Virginia, and we are very glad to welcome Todd and Randy, two exceptional managers, to lead our efforts in this region,” said EBA President and CEO Rizwan Siddiqi, PE.
Bolling will be responsible for project management and business development in southern and western Virginia. He has more than 20 years of construction experience at the Virginia Department of Transportation (VDOT).
He was most recently a VDOT area construction engineer in Lynchburg, Virginia, where he managed dozens of resurfacing projects and bridge replacement or maintenance projects. He also developed a districtwide approach to planning long-range staffing needs.
For VDOT, Bolling also managed the Temple Avenue Ramp project, which received the 2009 Quality Award from the Virginia Transportation Construction Alliance.
Bolling is a licensed professional engineer in Virginia. He earned his bachelor’s degree in civil engineering technology from Old Dominion University. He is also pursuing a master’s degree in civil engineering from the University of Virginia. He is based in Gretna, Virginia.
McKinney will be responsible for project management and business development in northern and eastern Virginia. He brings more than 35 years of experience in project and construction management.
Most recently, he was an area construction engineer for VDOT in Fredericksburg, Virginia, where he oversaw road and bridge construction projects on state highways. He also has construction engineering experience with the Federal Highway Administration and the Michigan Department of Transportation (MDOT).
As the region maintenance engineer for MDOT’s four-county Detroit Metro Region, McKinney administered a $67 million highway maintenance program and oversaw maintenance of 5,000 lane miles of roadway and 1,500 bridges.
McKinney is a licensed professional engineer in Virginia and Michigan. He earned his bachelor of science degree in civil engineering from Michigan State University. He is based in EBA’s Orange, Virginia, office.
